Thomas R. Horgan, Ed.D, is the former President and CEO of the New Hampshire College & University Council (NHCUC), a statewide consortium of public and private colleges and universities, having served in this role for over twenty-three years. Prior to joining the NHCUC, Tom served as President of the Nebraska Independent College Foundation (NICF). He also worked in private industry as a Director of State Government Relations and as Director of the Corporate Foundation. In Nebraska, Tom was elected as a State Senator in the Unicameral Legislature, where he was elected chair of the Retirement System Committee, and was also an elected member of the Omaha Board of Education. Most recently, Tom has worked as the Senior Advisor to the President of New England College and as Executive Director of Community Relations and Public Affairs. He is also “of counsel” to the executive search firm, Haley Associates.

 

As a past CEO and President, Tom understands the challenges of working with boards, the importance of motivating teams, and frequently advises clients on how best to respond to both emerging challenges and opportunities.  He brings extensive leadership experience in organizational collaboration and strategic management initiatives. During his long career in higher education Tom worked closely with over 100 college and university presidents, along with their administrative leadership and teams, at both public and private higher education institutions.

 

Selected by Business New Hampshire Magazine as one of New Hampshire’s Leaders for the 21st Century, Tom holds an undergraduate degree from Morningside College, a master of public administration degree from the University of Nebraska, and a doctorate in education from New England College. He has received honorary degrees from Rivier University, Colby-Sawyer College, and New England College.
